The base spring pressure is the minimum pressure the turbo will generate when the wastegate actuator is fully closed and no electronic control is active.
An Electronic Boost Controller (EBC) bleeds pressure from the actuator line, tricking the wastegate into staying closed longer to build higher pressure.
